The problem was not with Samba, but rather with Windows 10’s SMB2 Redirector Caches, which were causing issues with Visual Studio 2019 building from a Samba share. By setting three registry settings to zero, the issue was resolved: DirectoryCacheLifetime, FileNotFoundCacheLifetime, and FileInfoCacheLifetime.
